Negotiations among Cerberus Capital, the White House, and banks heat up as the automaker faces an Apr. 30 deadline to avert bankruptcy

As the days dwindle down to Chrysler's Apr. 30 deadline to show the federal government it has a new plan for financial viability—or face bankruptcy re-organization—there has been movement on talks among the White House, Chrysler owner Cerberus Capital Management, and the banks holding the automaker's debt. But there is still a huge gap between negotiators, and the likelihood of bankruptcy is greater than 50%, according to an executive briefed on the progress.

White House Senior Economic Adviser Larry Summers said on Fox News Sunday that the Obama Administration still hoped the parties could come to agreement before the deadline and thereby avert a bankruptcy that could seriously impair consumer confidence in Chrysler's products. "There are some issues that have been worked out and some issues that remain to be worked out," Summers said.

On Mar. 31, President Obama said that Chrysler, which has received $4 billion in taxpayer loans, would not get any more loans after Apr. 30 unless the banks and labor unions first agree on substantial concessions to lower Chrysler's debts.

Specifically, the White has been looking for banks that hold $6.9 billion in secured debt to take just $1 billion to $1.5 billion. For its part, the United Auto Workers is expected to take $4 billion of the $8 billion Chrysler owes it to fund a health-care plan in the form of equity in the automaker, rather than in cash.
